Tendering and contracting process
Commissioners will work with either internal or external experts on procurement to ensure that the process conforms to legal requirements. Procurement expertise is often pooled and available across local or regional cluster arrangements. Where there is a gap in service, or a service does not meet specified quality standards, commissioners may use the procurement process to develop the provider market. In commissioning integrated pathways of care, commissioners may opt to bundle aspects of the pathway together and market test through procurement.
