Eye services

This page is aimed at commissioners and providers of diabetes care. It brings together guidance, policy, commissioning guides, links to care pathways and examples of how diabetic retinopathy services can be improved.

The challenge

Diabetic retinopathy is the major cause of damage to the eyes and loss of sight in the UK.  It affects the eyesight by damaging the tiny blood vessels (capillaries) that nourish the retina. Factors that increase the risk of this damage include the length of time with diabetes, poor glycaemic control, hypertension and insulin-based treatment.

NHS Diabetes has been working in partnership with local eye screening programmes and the English National Screening Programme for Diabetic Retinopathy to raise the profile of screening and to integrate it into the commissioning and provision of diabetes care. Our work includes:

  • A film produced working in partnership with NHS Berkshire West aimed at patients to improve the attendance rates for screening.
  • A commissioning guide for Diabetes and eye services (PDF 1MB). The guide includes an intervention map detailing all of the elements needed for the service as well as a contracting framework and service specification template. It supports our commissioning approach which offers a step-by-step guide in how to deliver high quality, efficient and cost effective diabetes services. The guide should be read in conjunction with the guidance produced by the NHS Diabetic Eye Screening Programme.
